  • The Union Cabinet approved the agreement which is to be signed between India and Estonia on the matter of transfer of sentenced persons. The agreement will make a way for the transfer of Indian prisoner imprisoned in Estonia and vice versa to be near to their families, for serving the remaining part of their sentence.
  • The Union Cabinet approved the agreement on Trade, Commerce and Transit between India and Bhutan. The agreement provides for a free trade regime between the two countries and duty free transits.
  • Indian National Award winning documentary ‘Daughters of Mother India’ won the first prize at the 6th CAM International Film Festival in Cairo, Egypt, in the documentary category. The movie is directed by Vibha Bakshi.
  • Sunil Bharti Mittal, founder and chairman of the Bharti Enterprises has been appointed as the Chairman of GSMA. He will succeed Jon Fredrik Baksaas. Mittal took over as chairman of International Chamber of Commerce (ICC) this year.
  • Two Yazidi women, Nadia Murad Basee and Lamiya Aji Bashar, who escaped sexual enslavement by Islamic State of Iraq and Syria (ISIS) in Iraq, have won Europe’s top human rights award, the Sakharov prize (officially known as Sakharov Prize for Freedom of Thought).
  • Union Cabinet approves establishment and operationalization of National Academic Depository (NAD) which aims at bringing another dimension and enhancement of the vision of Digital India. It will be rolled out throughout the country in 2017-18.
  • Bangladesh has imposed a 22 day ban on Hilsa fishing in 27 districts in a bid to increase the population of this popular fish species which contribute to 1% of total GDP.
  • Karnal Singh, a 1984 batch IPS officer of the Union territories cadre, has been appointed as the Director of Enforcement Directorate (ED). Prior to the appointment he was holding additional charge as Director of ED for over a year. He is succeeding Rajan S Katoch.
  • India has been ranked 87th out of 144 countries on the World Economic Forum’s (WEF) Global Gender Gap Index for 2016, improving from its 108 position in The list is topped by Iceland, followed by Finland, Norway, Sweden and Rwanda.
  • Antarctica’s Ross Sea has been declared as world’s largest Marine Protected Area (MPA) after the landmark international agreement among 24 countries and the European Union in the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) meeting in Hobart, Australia.
  • The first National Ayurveda Day was celebrated on 28th October with the theme “Ayurveda for Prevention and Control of Diabetes” to create awareness on people’s health.
  • Munialappa committee has been constituted to monitor bird flu situation and help the state governments in taking steps to contain the spread of avian influenza (H5N8) by the Union Agriculture Ministry.
  • The one man judicial committee (L.Narsimha Reddy Committee) has submitted its report on OROP to Defence Minister Manohar Parrikar. The committee was appointed by the centre.
